Quick answer: who can qualify through arts and culture?
The arts and culture pathway is for recognised leaders and potential leaders in eligible creative fields. The route can cover combined arts, dance, literature, music, theatre and visual arts, as well as architecture, fashion design, film, television, animation, post-production, visual effects and the design industry through their relevant assessment pathways.
The evidence test is not identical across every discipline. Applicants should first identify the correct field, assessing body and Talent or Promise category before building the portfolio.
The main arts and culture pathways
Arts Council England
Arts Council England assesses eligible arts and culture applications, including combined arts, dance, literature, music, theatre and visual arts. Applicants may seek endorsement as Exceptional Talent or Exceptional Promise if the requirements for their discipline and career stage are met.
Architecture
Architecture applications are assessed through the Royal Institute of British Architects on behalf of Arts Council England. The evidence must be tailored to architectural practice and recognition.
Fashion design
The British Fashion Council judges fashion-design applications on behalf of Arts Council England. It has distinct evidence requirements for Exceptional Talent and Exceptional Promise.
Film and television
Pact judges applications for film, television, animation, post-production and visual effects on behalf of Arts Council England. The endorsement pathway is assessed as Exceptional Talent. Applicants relying on awards, nominations, credits or notable industry recognition must meet the detailed screen-sector rules.
Design industry
The Design Business Association judges design-industry applications on behalf of Arts Council England. The pathway covers qualifying design work and allows applications under Exceptional Talent or Exceptional Promise. Applicants must meet the specific professional-engagement, international-recognition and evidence requirements introduced for this pathway in 2026.
Exceptional Talent or Exceptional Promise?
Exceptional Talent is for an established leader whose work and recognition meet the relevant international standard. Exceptional Promise is for a potential leader with a developing career and the required recognition. Promise is not available in every creative pathway, so the correct discipline must be checked before submission.
What a strong application needs to show
A persuasive application does more than collect impressive documents. It should explain:
- the applicant’s personal creative contribution;
- the standing and independence of the organisations or people recognising the work;
- how awards, reviews, performances, exhibitions, publications, sales or credits meet the chosen criterion;
- why each item relates to the applicant’s discipline and Talent or Promise category; and
- how the documents work together without duplication or unsupported claims.
Typical endorsement documents
Depending on the discipline, the application normally requires a CV, three recommendation letters and no more than ten pieces of supporting evidence. The permitted length, date range and content of each document must be checked against the current discipline-specific guidance.
For many arts pathways, two recommendation letters must come from established expert organisations and at least one must be UK-based. The third may be from another qualifying organisation or an expert individual. The writer must have worked with the applicant in a way relevant to the proposed endorsement.
Recommendation letters should address the applicant’s achievements, the basis of the writer’s knowledge, the applicant’s leadership or potential, expected benefit from living in the UK, contribution to UK cultural life and future plans.
Application stages
1. Endorsement
Unless the applicant holds a qualifying prestigious prize, the first decision is the endorsement. The current endorsement fee is £561. The application is submitted online and assessed through the relevant arts and culture pathway.
2. Visa application
The visa application can be made after endorsement or, in some circumstances, at the same time. The current visa-stage fee after endorsement is £205. The immigration health surcharge is normally additional. Each dependant submits a separate application and currently pays a £766 application fee plus the health surcharge.
Endorsement decisions are generally expected within eight weeks. A visa decision is usually made within three weeks for an overseas application and eight weeks for an in-country application after identity and documents are completed. These are service standards, not guarantees.
If the endorsement is refused
There is no general appeal against a refused endorsement. A review may be requested if the applicant believes the original material was not assessed correctly.
The request must normally be made within 28 days. New evidence cannot be added, and the review does not extend immigration permission. If the problem is a weak or incomplete evidence package rather than an assessment error, a fresh application or different route may be more appropriate.

Frequently asked questions
Is Arts Council England the assessing body for every creative field?
Arts Council England is the endorsing body for arts and culture, with associated bodies assessing specific disciplines. Architecture, fashion design, screen work and the design industry have their own assessment pathways.
Can a promising creative applicant always apply under Exceptional Promise?
No. The available category depends on the field. Film and television endorsement, for example, is assessed as Exceptional Talent.
Do awards automatically remove the need for endorsement?
Only a prize specifically listed in Appendix Global Talent: Prestigious Prizes allows an applicant to bypass endorsement. Other awards may still be relevant evidence but do not automatically create a direct visa route.
Can new evidence be used in an endorsement review?
No. A review examines whether the original application was assessed correctly. It is not an opportunity to add documents that were missing from the application.
Can a partner and children apply?
Eligible partners and children can usually apply as dependants, subject to the current relationship, age, suitability and application requirements.
